Intelligent Conservation Systems, LLC (ICS) is the leading provider of intelligent water conservation solutions. We provide and install state-of-the-art, innovative systems that have proven track records in both performance and savings. While developing a custom solution for each of our customers, we completely evaluate all water use within a facility to provide a comprehensive water conservation plan. We specialize in retrofitting existing systems thereby saving the cost of a completely new installation.

Right from the start, our team works with each of our customers to assess every facility's needs to determine the most advantageous solution. As a project moves forward, we provide flexible financing options, allowing facilities to immediately benefit financially. Our installations produce immediate water and cost savings and deliver an impressive return on investment with short payback periods; coupled with lower ongoing maintenance costs, the savings continue year after year.

While we can provide water conservation solutions for various facility types, we currently specialize in correctional facilities. With over 13 years of experience in correctional facilities working both as a subcontractor to Energy Service Corporations (ESCOs) and directly with city, county, state, and federal governments spanning all security levels (I-V / pre-release to maximum). With solutions provided for over 100 facilities, ICS is the qualified leader in installations of correctional water conservation systems.

Chris
Peterson

Vice President of Construction

Mr. Peterson is responsible for overseeing all construction projects, bringing with him over 35 years of project management and plumbing expertise. Before joining ICS, he spent 15 years as President and CEO of a large Central Florida plumbing company overseeing all aspects of the company, including their commercial division. Prior to which he also worked 15 years as a senior project manager for a premier commercial construction company.

Mr. Peterson received a Bachelor's of Science Degree in Building Science from Auburn University, where he also competed on an NCAA Division 1 swim team. He holds a number of professional licenses, including Class A Certified General Contractor and Certified Plumbing Contractor in multiple states.

Mike
Campbell

Director of Engineering

Mr. Campbell specializes in all phases of project development for water, energy, and fuel conservation measures. These areas include onsite customer meetings, preliminary to investment grade audits, fixture design, savings analyses, pre-construction M&V and consumption studies. He has developed water conservation systems for correctional and commercial projects at the county, state, and federal levels, and is proficient in the IPC and UPC.

Mr. Campbell attended the University of Central Florida and earned a Bachelor's Degree in Mechanical Engineering with a concentration in energy systems. While in college, he worked at a local school system as a maintenance technician and gained valuable troubleshooting experience with plumbing, HVACR, and electrical systems. In addition, he obtained years of facility management experience which required the daily coordination of internal and contracted staff, as well as volunteer workers.

Dan
Ruse

Director of Construction

Mr. Ruse is responsible for overseeing the execution of construction projects nationwide, providing leadership and operational oversight to ensure projects are delivered safely, on schedule, and within budget. He works closely with project management teams, field personnel, and cross‑functional departments to coordinate scheduling, budgeting, subcontractor performance, and overall construction strategy. Mr. Ruse brings over 15 years of construction and operations leadership experience, including multi‑project oversight and financial forecasting. He holds a Bachelor’s degree in Mechanical Engineering Technology and plays a key role in supporting consistent project delivery and operational growth at ICS.

Jay
Holstead

National Sales Manager

Mr. Holstead graduated from the University of Arkansas and has nearly 30 years of experience in energy efficiency, sustainability, U.S. Army engineering, design, and construction. As National Sales Manager, Jay is responsible for business development strategies aimed at providing water, energy, resiliency, and sustainability solutions. He lives in Little Rock, Arkansas, with his wife and three children and enjoys carpentry and spending time outdoors exploring the Ozarks.

Pete
Smith

National Business Development Manager

Pete serves as our National Business Development Manager. In this role, he is responsible for expanding our sales efforts across ESCO accounts, with a primary focus on the correctional market, while also driving growth within K–12, state and county government, and higher education ESCO projects. With more than 13 years of experience in ESCO partner sales, Pete has a proven track record of success in territory development and strategic expansion across a broad range of partners. His passion, energy, and industry expertise position him to play a key role in advancing our national ESCO partner sales initiatives. Pete is a graduate of Temple University and resides in the Philadelphia area with his wife, Nancy, and their two children.
